Because we allow that. Ownership limits on housing would solve so many problems.

Anyone who had deep enough pockets in 2008 could have purchased any number of houses at bargain prices and have a huge number of profitable rental houses to milk forever. Or, if desired, one could sit on them for a few years and sell them once prices recovered.
