No human being should be spending millions of dollars a year on personal consumption. Ever. Full stop.

No person should own and rent out more than (throwing out a number) 5 residential properties. No company should own and rent out more than 100. And no shell corporation mess. Clean that stuff up.

If you own residential property that is vacant, the taxes on that property should escalate the longer it remains vacant to the point where you have to sell it. Rent seeking has to stop.
