It means growth.

…k there’s a strong chance that 2023 will be a more ”normal” year than the last few years have been. But I also find myself struggling to articulate just what that means.

It means growth. Which ended in, depending on how you measure it, 1971, 2008, or 2018. 2020 just accelerated and highlighted the underlying issue.
