That's all fine, but a strong safety net would actually do more for a free people. The federation is the most stable system available to humans, but the key in a healthy federation is freedom of movement. When people are scared to make changes due to loss of health care, housing, etc it causes them to be less mobile and prevents competition between the "states" in the federation. In the USA, the main sand in the motor is the lack of a sufficient safety net to allow for true movement of labor. Capital flows easily, but not labor. This is great for entrenched power, but not for a stable system that can ebb and flow with the changes in society.
