Your concept only works with complete freedom of movement because with everyone voting on the system they live under, there are a lot of places I would not want to live. There are a lot of people and ideas I would not want to be anywhere near.

And then if those people decided they wanted something that was in the land where I lived, there would be an issue. What if they sent in a bunch of people to vote to make my piece of land follow their system? Then I have to move again? War? We’re right back to where we started.

So, freedom of movement so that anyone can choose which system they live under, check. Constitutions and pledges so that you know what system you’re signing onto, check. Loose federation so all goods and people can move freely, check. Otherwise, it’s war and borders and same old shit...
